LaShelle Franklin

General Counsel

LaShelle Franklin is an accomplished attorney with decades of operational and legal experience in business. She is a proud graduate of Howard University. Throughout her tenure at PMCS, LaShelle has held several key roles, including VP of Operations, where she established internal governance practices, policies, and procedures to ensure efficient and streamlined operations. She excels in analyzing problems, understanding their root causes, and developing effective solutions. In her current role as General Counsel at PMCS, LaShelle develops and manages contracts, represents PMCS in contract negotiations, litigation, and conflict resolution, and supports the company in developing, enhancing, and streamlining business strategies.

LaShelle has worked in both government and private industry in Maryland and D.C. Her career began in the D.C. Superior Court as a Law Clerk for the Presiding Judge of the Family Court. She then served as Legislative Council to a D.C. city-wide Councilmember, working on legislative and policy issues impacting the residents of D.C.

LaShelle is a Maryland and D.C. Bar member with a Law and Public Policy certificate. She is passionate about using her talents to help those in need. When time permits, she provides pro bono legal services to unrepresented individuals and volunteers with various non-profit organizations that serve the homeless, elderly, abused, and battered women and children.

As Co-Founder and Executive Director of the Williams-Franklin Foundation (WFF), LaShelle is dedicated to providing academic scholarships, business and career networking, and mentoring opportunities to HBCU students with extreme financial need. Since its launch in 2014, the foundation has raised close to $1 million, significantly impacting the lives of many HBCU students.

LaShelle is also actively involved in civic and social organizations such as Alpha Kappa Alpha Sorority, Inc., The Links, Inc., The BOW Collective, and Jack and Jill of America, Inc.
