President and CEO

Dwight Franklin, a native of Washington, D.C., is the President and CEO of Professional Management Consulting Services (PMCS), a firm renowned for delivering top-tier consulting solutions in management, IT, and organizational transformation services. Since its inception in 2006, PMCS has provided award-winning services to commercial clients and various government agencies at the state, local, and federal levels. Under Dwight’s leadership, PMCS has achieved aggregate revenues over $60 million and has employed over 150 professionals.

Dwight holds a Bachelor of Science in Mechanical Engineering from Howard University, earned in 1994. He is also a graduate of General Electric’s (GE) Technical Leadership Program. His extensive qualifications include Project Management Professional (PMP), Six Sigma Black Belt, SCRUM, and ISO Auditor certifications. With nearly 30 years of experience in project and program management, Dwight brings a wealth of expertise to PMCS. Additionally, he is a 2014 graduate of the Babson College Goldman Sachs 10,000 Small Business Program and the U.S. Small Business Administration’s Emerging Leaders Program. In 2024, the U.S. Department of Health and Human Services invited Dwight to speak at their Small Business National Training Conference. Drawing on nearly two decades of entrepreneurial experience, Dwight delivered a comprehensive session, providing valuable training, guidance, and insights. His presentation focused on best practices, strategic growth, and lessons learned from his extensive career in leadership and management, offering attendees actionable strategies to drive their own business success.

In 2014, Dwight co-founded the Williams-Franklin Foundation (WFF), which provides academic scholarships, networking opportunities, training, internships, and mentor-matching for students at Historically Black Colleges and Universities (HBCUs). To date, WFF has awarded over $500,000 in scholarships to nearly 150 students.

Committed to community service, Dwight serves on the Black Student Fund (BSF) board, which has supported African American students and their families in the Washington, D.C. area since 1964. He has also served on the District of Columbia State Athletic Association (DCSAA) board, which enhances student-athlete achievement through athletic programming. Dwight previously served on the DC Sports and Entertainment Commission Board (DCSEC), where he played a pivotal role in the success of the first-ever Eagle Bank Bowl Classic college football game.

Dwight is dedicated to empowering youth through education and mentorship. He created an internship program to provide high school and college students with professional experience. In 2015, he organized the first-ever Black Male Teen Youth Summit, training 100 young men on critical issues such as police brutality, civics, and responding to potentially riotous situations.

An avid supporter of inner-city youth, Dwight has volunteered by tutoring at DC Public Schools, establishing reading clubs for African American males, and coaching sports, including basketball, football, and soccer. He has developed academic tutorial programs to enhance reading and math comprehension. He frequently engages in public speaking to inspire self-awareness and improvement among public, charter, and private school students. 

Through his professional achievements and community service, Dwight Franklin continues to significantly impact his industry and his community.
