8(a) STARS III Contract #: 47QTCB21D0016
DUNS: 784764826
CAGE Code: 5AHH1
Program Manager: Dwight Franklin, 202-904-2323, dfranklin@pmcsllc.com

“PMCS were the perfect partner for this project. While we had a clear vision for the end product, over the course of its development, we had many reasons to significantly add more scope to the project in order to build a platform that can ably serve many constituencies. PMCS partnered with us in ensuring we could build an enduring and flexible platform to meet our changing needs. This EDW project launches DGS into a new millennial of asset management practices with a centralized warehouse of processed data, which enables the agency to nimbly react to changes both in the marketplace – in terms of costs and trades, and the needs of our various client agencies. We can prioritize work orders faster, prioritize agency-wide aims based on the available budget, and properly inform both our vendors and stakeholders of ongoing activities within the agency in real-time. The EDW defines DGS as a modern asset manager.”

– Director of Portfolio, Department of General Services (DGS)

“Under the leadership of the President & CEO, Dwight Franklin, he and his team performed above and beyond the HHS expectations. The PMCS team of highly qualified IV&V professionals closely monitored every aspect of the project and provided feedback, observations, and recommendations either through regularly scheduled status meetings or as circumstances dictated…..During the period of performance of this contract, PMCS remained a true partner in the success of the project. They spoke truth to leadership at all times, met all the contract deliverables, and remained steadfast with their independent perspective.

Based on the quality of their work and the positive relationships forged during this engagement I would highly recommend Professional Management Consulting Services…anytime someone finds themselves needing highly qualified IV&V services.”

– Deputy Assistant Secretary, Office of Financial Resources, U.S. Department of Health and Human Services

“Professional Management Consulting Services (PMCS) provides thorough application development
managerial and support for the Women, Infant, and Children (WIC) as they have been able to fix years of neglect in months!

PMCS came into a tumultuous situation and was able to successfully change the direction of the WIC CARES application enhancement and operational performance. In addition, they successfully implemented the DC WIC State agency Network Migration Project within 4 months (July 2015 – October 2015), which entailed facilitating work sessions with the DOH IT Infrastructure team to create a technical solution prototype and final solution to Migrate 19 WIC clinics site location, 1 mobile van, and 2 CSFP service sites from Mega Path network to DC Net Network.

PMCS successfully led the IT Project team to effectively gather requirements, construct and implement 18 of 23 FY15 Community Automated Reliable Electronic System (CARES) enhancements into the production environment on behalf of the DC State Agency WIC Program to improve application effectiveness and efficiencies. I would definitely recommend PMCS.”

– DC State WIC Director

“Please be advised that Mr. Dwight Franklin and his team performed the impossible for the D.C. Office of the State Superintendent of Education and it’s Congressionally legislated and funded D.C. Tuition Assistance Grant Program (DCTAG). He and his team developed a computer system that encompassed all aspects of the program. It went from the student application to the office administration, to the institutional management side, and finally to D.C. Financial Management System. This was built from the ground up. It was used by students and parents who applied for assistance throughout the world. It was used by colleges and universities throughout the United States and its territories. Over four hundred postsecondary institutions used the system to submit electronic invoices for their students. Some of the schools received close to a million dollars a year.

This system enabled the program to effectively administer over 8,000 student applications a year. It also enabled the program to expend over $30 million dollars a year. This one-of-a-kind system was so uniquely special that it received a national award. That was a first for any D.C. Government Data System.”

– Operations Manager/Acting Director, DC Office of the State Superintendent of Education

“Professional Management Consulting Services (PMCS) was the sole contractor on the Statewide Longitudinal Education Data (SLED) system and this company did a superior job. The staff that was assigned to this project delivered based on the project plan and the quality of the product was beyond reproach. The SLED is now a game-changer in the District. Many agencies are using SLED to identify and improve their agency’s education outcomes for their populations of students.

OSSE was fortunate to have PMCS intricately involved in the important work of standing up such an
important SLED data tool that has improved the District resident’s educational outcomes.”

– Project Director, Data, Accountability, and Research (DAR), Office of the State Superintendent of Education (OSSE)
