The following paragraphs provide an overview of the 8(a) STARS III GWAC contract solution, followed by examples of work to be performed relative to task order requirements. Examples are not meant to be all-inclusive, but rather general indications of the types of services within a given solution. Other services not included as examples, but which adhere to the definition of IT, are within scope and may be provided to meet a federal government agency’s particular mission need.
Data Management
Data Management is the development, execution, and supervision of plans, policies, programs, and practices that control, protect, deliver, and enhance the value of data and information assets. Examples of Data Management services include, but are not limited to: Cloud Computing Services, Data Architecture, Analysis and Design, Data Governance, Data Migration, Data Quality Management, Data Security Management, Data Warehousing and Business Intelligence Management, Document, Record and Content Management, Network and Individual Storage Management
Information and Communications Technology
Information and Communications Technology refers to the technology used to manage telecommunications, broadcast media, intelligent building management systems, audiovisual processing and transmission systems, and network-based control and monitoring functions. Examples of Information and Communications Technology services include, but are not limited to: Collaboration Technology Services, IPv6 Implementation and Support Services, Telepresence and Video Services, Virtual Private Network (VPN) and other Remote Network Access Services, Virtualization Services, Voice over IP (VoIP) Services, Wireless Services
IT Operations and Maintenance
IT Operations and Maintenance includes the operation and management of technology infrastructure. Examples of IT Operations and Maintenance services include, but are not limited to: Bring Your Own Device (BYOD) Support Services, Data Center Management, Email and File Server Management, IT Helpdesk / IT Support, IT Training, Mobile Device Management, PC Provisioning, Server and Device Management
IT Security / IT Workforce Augmentation
IT Security / IT Workforce Augmentation, often referred to as cyber security, is the body of technologies, processes and practices designed to protect networks, computers, programs and data from attack, damage or unauthorized access. Examples of IT Security services include, but are not limited to: Continuous Diagnostics and Mitigation, Continuous Security Monitoring Services, Identity Management and Access Management, Information Assurance, Intrusion Detection, IT Disaster Recovery Services, IT Security Incident Response, Network Security Monitoring, Security Assessment Services and Vulnerability Analysis Services
Software Development
Software Development is the process of developing software through successive phases in an orderly way. This process includes not only the actual writing of code but also the preparation of requirements and objectives, the design of what is to be coded, and confirmation that what is developed has met objectives. All software development methodologies, including Agile, are supported. Examples of Software Development services include, but are not limited to: Mobile Application Development Services, Software Design, Software Maintenance, Software Programming, Software Testing, Web Development
Systems Design
Systems Design includes the planning and designing of computer systems that integrate computer hardware, software, and communication technologies. The hardware and software components of the system may be provided by this establishment or company as part of a customized IT solution. These establishments often install the system and train and support users of the system. managerial and support for the Women, Infant, and Children (WIC) as they have been able to fix years of neglect in months!
PMCS came into a tumultuous situation and was able to successfully change the direction of the WIC CARES application enhancement and operational performance. In addition, they successfully implemented the DC WIC State agency Network Migration Project within 4 months (July 2015 – October 2015), which entailed facilitating work sessions with the DOH IT Infrastructure team to create a technical solution prototype and final solution to Migrate 19 WIC clinics site location, 1 mobile van, and 2 CSFP service sites from Mega Path network to DC Net Network.
PMCS successfully led the IT Project team to effectively gather requirements, construct and implement 18 of 23 FY15 Community Automated Reliable Electronic System (CARES) enhancements into the production environment on behalf of the DC State Agency WIC Program to improve application effectiveness and efficiencies. “Please be advised that Mr. Dwight Franklin and his team performed the impossible for the D.C. Office of the State Superintendent of Education and it’s Congressionally legislated and funded D.C. Tuition Assistance Grant Program (DCTAG). He and his team developed a computer system that encompassed all aspects of the program. It went from the student application to the office administration, to the institutional management side, and finally to D.C. Financial Management System. This was built from the ground up. It was used by students and parents who applied for assistance throughout the world. It was used by colleges and universities throughout the United States and its territories. Over four hundred postsecondary institutions used the system to submit electronic invoices for their students. Some of the schools received close to a million dollars a year.
This system enabled the program to effectively administer over 8,000 student applications a year. It also enabled the program to expend over $30 million dollars a year. This one-of-a-kind system was so uniquely special that it received a national award. That was a first for any D.C. Government Data System.”
