Evelyn Brooks is the Proposal Manager for Professional Management Consulting Services (PMCS). With nearly 20 years of experience in government contracting and procurement, Evelyn has expertly managed the entire proposal development cycle since 2008, ensuring strict compliance with federal, state, and corporate requirements. Her deep understanding of regulatory and procurement processes is exemplified by her involvement in the Universal Service Administrative Company (USAC) E-rate vendor program, Group Purchasing Organization (GPO) contract management, including building relationships with AEPA, TEXBUY, and LAUSD, and adherence to federal/state procurement best practices. Evelyn’s responsibilities also included creating and delivering quarterly reports to federal and state government agencies, ensuring transparency and regulatory compliance.

Evelyn leads the submission processes for RFQ/RFP/RFI requests, ensuring accurate and timely bid/no-bid responses. She has optimized the company’s SharePoint-based project and proposal repository library and standardized business proposal delivery methods. Her ability to foster collaborative relationships with cross-functional teams is crucial in developing cohesive business strategies aligned with the company’s vision and objectives. Evelyn’s meticulous attention to detail and organizational skills ensure that proposals are well-prepared, compliant, and submitted on time.

Evelyn’s entrepreneurial spirit is evident from her successful venture, EB Designs LLC/Peru Gift Shop, where she served as President and CEO from 2004 to 2022. She orchestrated the end-to-end production and design of her personal jewelry collections while supporting Up & Coming Peruvian Designers by providing them with an opportunity and platform to sell their products through “Peru Gift Shop,” an initiative sponsored by the Office of Promotion of Peru in the United States (PROMPERU). Through her expertise in international trade, Evelyn drove significant revenue growth and established partnerships with prestigious entities such as the Treasury Department, The Smithsonian Institution, The International Monetary Fund, The National Building Museum, and The World Bank through various program initiatives. Her adept use of e-commerce platforms like Etsy, Amazon, and Shopify substantially increased online sales. Additionally, Evelyn’s strategic digital marketing efforts expanded brand awareness by 40%, demonstrating her proficiency in driving business growth through innovative strategies.
